Is forced mental health care, not housing, the way to solve homelessness in places like Orange County?

While many homeless advocates have long argued that ‘housing first’ is the real solution to a worsening crisis, state officials instead want to mandate mental health care for the population, with housing more or less in the background.

In early March, Governor Gavin Newsom proposed a plan to bring homeless people with schizophrenia and other psychotic disorders under state control, through court-ordered “CARE” plans.
